So, city officials sent this message to, 'whom it may concern in South Korea regarding the 'excrement laced ballons':
"We feel your pain."
Too Late to warn now, but the video may contain scenes of treaty violations and the devastation caused by waste matter discharged from the bowels.

I guess he's right, in a way. Excrement from governments pretty much does rule the world.
