Another agency could vaporize all the water in the loch with their theoretical satellite-based laser weapons. Whatever's out there will be lying on the bottom, partially cooked.

NASA is an "aeronautical and space" agency. Loch Ness is earthbound. I predict problems with this proposal. Try NOAA or the NSA.
