Stealing all those cars and not getting caught is easy compared to maintaining 16 girlfriends and not getting caught.

Well, interesting He needed 50 cars and had a mere 16 girlfriends. He obviously had well meant plans. If I understand the full picture, He was disproportionately surveilled and targeted by law enforcement and if treated fairly we, as concerned citizens, would see what a reliable, upstanding citizen He would be.
