New York licenses alligator owners?
As part of a legal appeal, the man submitted the alligator's DNA to a specialized laboratory in Toronto for testing. The lab results stated the creature is 60% mastiff, 20% Cajun, and 80% dachshund.

I just read the fine print at the bottom of my Florida Driver's License and it specifically says the license includes raising alligators at home. However, it does not say that there is a state reciprocity with New York on this.

Many states require licenses to keep certain wild animals, and proof of necessity — zoos, education, rehabilitators, etc.
The requirements can be somewhat arbitrary and political. Here in NH I would need a license for an alligator, but I don't need one for a huge monitor lizard or a Burmese Python.
Godzilla is also presumably allowed since he is non-venomous.
