They should save it and use it for reparations in case of an unplanned surrender.

To Florida man - wouldn't your assertion be more appropriate if they created a national strategic reserve of wine, much like the US has a strategic reserve of petroleum, in anticipation of future (certain) surrenders? And you could not exactly describe the future as an 'unplanned' surrender - the surrender is already a given but it would be more like an 'unexpected' surrender? Such as keeping a stock of refreshments on hand should guests unexpectedly drop in. And it would seem that neighboring countries could adopt the same thinking, such as Italy, with a glut of wine - "With the hint of torture the people readily confessed where the wine was hidden." And it would do a lot toward national relations, as the Visigoths might say, "Wow, those French sure are neighborly - lets invade them again next week?"
