Perhaps there would be an opening for rat scarer, cockroach scarer, squirrel scarer, the field is wide open.

This is the dumbest thing I have ever hear of.
People in the know just put a wire (you can use monofilament fishing line) on poles above the area you want to keep the birds out of. Works great and doesn't hurt the birds.
We did this when we had a dock on the bay. Kept the birds from doing their business on the dock.
Actually, the shore birds on the bay weren't seagulls. They were bay-gulls.
