Two points:
1. "[D]irector of rodent mitigation" - seriously??
2. "You’ll be seeing a lot of me and a lot less rats,"
New Yorkers may be seeing fewer rats, but I doubt any of those rodents are planning to lose weight.

"Rats are a symptom of systemic issues, including sanitation, health, housing, and economic justice." Is she referring to rat's rights here? Rats have a right to clean sanitation, good health, good housing, and economic justice (huh?).

Uh-oh. Already this sounds like a certain country that also had czars in its history and is now trying to reabsorb one of its breakaway countries.
So now there is a local czar who declares time to take back New York from the rats. I think it is not nice to try and fool Mother Nature - these rats likely read the blogs on this website and call for unity to all creatures that have battled the humans for dominance. E.g., squirrels, feral pigs, snakes, alligators, beg bugs, chiggers, and the like. We will have real troubles, I predict, when all these creatures unite. Oh, and I left out one giant prodigious force - cockroaches.
Just can hear them say one day "We got your czar right here."
