Don't worry, I've looked it up: this was the Planning and Zoning board of the City of Boca Raton, Florida. Why would P&Z create a day of recognition for Miss Unclear on the Concept?

Per capita literally means "for each head".

More unrecognized SugarDaddy/Mommy benefits to the local economy: wheelchairs, oxygen apparatus, prescription meds, walkers, diagnostic testing, dietary supplements ....

The heck with trying to figure out the P &Z board. Why would anyone want to live in a town called Rat's Mouth (Boca Raton in Spanish is Rat's Mouth)?
