Guess they were worried about women having something up their sleeves. But is says 'they can' it does not say they 'have to'. I prefer to see my granmma in her foundation garments rather than au naturale. But gramma, you go girl.

They act like this is something new. It's not. We visited Munich in 1974 - almost 50 years ago! - and while sitting and reading in the park outside a museum, there were a couple of young women sunning themselves, topless.
