Having been around the Ozarks, at times 'hung' around small towns in the Ozarks, as well as having a close friend from the area, I found the people there to not be arrogant AT ALL and not be full of oneself -- MUCH! To generalize, cocksure would sum up what I found to be the prevailing attitude in the area.
