8:07 a.m. A Whitefish man who thought he’d won $19 billion, a new Mercedes and a weekly stipend had already spent $18,000 trying to pay taxes on his winnings before being told it was all a scam.

8:10 a.m. an Anaheim man calls the desk to say a suspicious man is trespassing and appears to be on drugs because he stands around not moving like an ostrich with it's head in a hole.

8:55 a.m. the police dispatcher calls man tom, the Anaheim man, back and apologizes for the delay in police arrival. man tom asks her to hold on and walks out to the Blvd. and relates back, "no sight of the drug induced suspect, police don't need to show up."

9:30 a.m. man sees 'the ostrich' standing in back of his lot staring into space and calls again. Dispatch offers to send a social worker, but man tom declines saying, "if you are not sending police, don't send anyone." man tom must know Social Worker's d not have the authority to tell the drug crazed man to vacate or make an arrest for trespassing.

10:06 a.m. man tom says the heck with local dispatch and calls 911. Here is close proximity of the dialogue which took place during that call.

"911 what is your emergency."

man tom: "there is man laying in street dressed entirely in black who looks like a pile of black trash bags. He will likely bee run over soon, better send police."

911: "does he appear to be on drugs?"

man tom: "drugs, yes. Drugs are involved.

911: "I'll transfer you to Anaheim police..."

man tom: "I have been calling them all morning, they want to send a soccial worker. Please send police the guy will likely be run over soon."

911: "I will let Anaheim police know and get someone over there."

A police cruiser showed up, didn't bother to exit the vehicle, but did get the drug induced man to get up out of the street and leave the area. This is common police procedure, don't touch them even if they are on drugs laying in the street or get anywhere near them unless absolutely necessary, your authority is enough to produce positive results. Social Workers have no authority and are useless where police work is needed'
