Define malicious civilization. I thought we wouldn't see any Milky Ways until some time after Halloween-ween?

The Roswell, New Mexico, space aliens claim that while most alien civilizations are nice, there are some that are not very nice.
Some of the not nice, malicious, downright nasty alien civilizations live on our earth. Many of them are bureaucrats who work for motor vehicle divisions, the IRS, extended car warranty telemarketers and such. Then we have the Vogons who are not really nasty bullies, they are something much, much, worse. The enclosed clip should give some idea why we should be worried.


Hence the phrase: "What happens in Uranus, stays on Uranus".
