It's Staten Island, so not the first whale who reneged on his gambling debt and ended up face down in the water.

The Oregon State Highway Department is on their way. They want to redeem themselves from the one embarrassing incident years ago when they didn't use enough dynamite. New computer calculations show one case of dynamite per foot of whale carcass length will do the trick. After all, the whale is not just resting, it's deceased, blown it's last blow. What could go wrong?
