In his defense, that police station never should have been there.

He probably just wanted him taxes lowered by showing the city a way to employ fewer police.

In the drivers defense, the police station does look like a liquor store.

Reminds me of the classic movie AFTER THE FOX, where a master British thief goes to rob a bank and instead robs a police station. "I've got to get me eyes checked..." he says as he's lead away.
