The solution appears to be leaving mountains of food scraps behind any eatery that has closed. So don’t use your disposal, toss those scraps out behind a local restaurant.

I wonder if it was a purposeful commentary by the Mirror to have a picture of a high government official be the first thing you seen on the page before you get to the article.
