These policemen are very busy! They can't be expected to keep up with every little Kg of stuff they confiscate.

Sounds like a great business plan: confiscate, arrest, sell, repeat. Bookings are up, profits are up, life is good!

In the British Army the inevitable graft and theft that accompanied purchasing and transporting supplies was blandly listed as "Shrinkage" in the official reports.

Allen - that term, "shrinkage", is still used by retailers.
