Grand jury indicts flute repair shop owner for serial theft

The police cheif added "When we raided his shop, there were Cheerious everywhere"

"theft without consent, theft beyond the scope of consent"

Can someone here explain what these two mean, please?
I mean, is the converse a thing: "theft with consent"?
If not, why is there a legal need to define it as theft without consent?

MOTW, I guess if the thief points a big gun at you, and you "let" him take the stuff, that is "theft with consent"?

Guy in trench coat opens it as you walk past. "Psst, hey buddy. Want to buy a flute real cheap?"

Not sure just how much business he'd get.

Two musicians are walking down the street, and one says to the other, "Who was that piccolo I saw you with last night?"
