They did this all the time with the space shuttles. What's the problem?

I saw this in Houston once. We just figured the guy had been inspired by seeing that 747 with the space shuttle on it fly by.

What's the problem? People carry spare tires. In places like Flathead County we carry spare cars on the roof and many times they cause only a few accidents.
