Authorities had to view the video hundreds of times (sometimes freezing a particular frame) before determining that some action needed to be taken to ensure public safety.

I think Doug O is on to something.
SRO is an abbreviation for School Resource Officer and during the investigation it was short for "Standing Room Only."
