Man are they strict in California. The poor drunk dude is being held on $50,000 bail.
In the Old West, sheriff Mongo would have simply decked that horse and the cowboy would sleep it off, no problem.

As usual, traffic was backed up well in to Arizona, some 300 miles in all. An additional 50 thousand orange traffic cones were needed immediately just for looks.
