That's crime control in Canada. RCMP cops playing bagpipes on the beat. Nobody loiters when he's near.

Kinda' like discouraging unruly teens from loitering in McD's by playing Barry Manilow albums.

The ideal song with bagpipes would be one where the bagpipes remain silent until just before the end. Kinda' like this one.
