Check with doctors' offices. Whoever stole them will probably be scheduling hernia surgery pretty soon.

The cops are attempting to focus in on the perps.

The devices are considered collectible and somebody collected them. What's the problem?

Tower Viewers rarely come on the market because almost all of them are owned by the manufacturer. Viewing sites get a percentage of the profits. Other brands of coin-op binoculars can cost several thousand dollars used, and $4000 and up new. This is like stolen artwork – not easy to market, but a prize for someone lurking in the shadows.
