I like to collect parking tickets left on Chicago windshields. It's a shame when people see that they have a $75 fine pending.
What could go wrong?

Drivers already don't clear snow from their windshields. This isn't a deterrent; it's a challenge.

What happened to being able to contest an accusation in court before having to pay a fine?
