Why should they have to pay when some annoying so and so was listening to reggae music and talking on the phone the entire time they were trying to have sex ?

In Amsterdam you have to pay a 20euro cover charge to see a couple have sex in public, and this cabbie wants them to pay him? I'll never understand Florida.
