I actually read the entire article and it is no more coherent than the headline. Do Australian newspapers have something against editors? I thought Australia was populated with the descendants of undesirables deported from England, surely that group would have had a large population of copy editors.

As an American who moved to Australia a few years ago, I have to say that the word "spruik" is actually very handy. There's no exactly equivalent word in American English. It sort of means to push something on someone in a marketing-type way - kind of like "hawking" merchandise in US terms but as its very own unique word.
