I'd need to see a stereo pair of photos to be certain, but it looks like the plowing follows the contours of the land. Big whoop.

If you go looking, it's the town in Sicily, not the one in Piedmont. The road that defines the waist is on Street view, and the look of the land from ground level tends to support Ralph's point. Too bad. I could imagine a Sicilian farmer doing this as a political statement.
