What kind of paint "splatters" at -270° Celsius? Water balloons have the same problem.

Put baked beans on the menu of every primary and secondary school in the world every day and the gas cloud created by those hard working boys of questionable maturity will form a dome of protection in the planets upper atmosphere. Problem solved. I've got an idea for the national debt too if anyone's interested.
