He's hardly the first politician to consider pens as perks. Robert F. Kennedy liked to keep the pens of autograph seekers and line them up on his desk at the end of the day. Compensation for phallic frustration?

I'm not so worried about the pen. It's the missile that he pocketed that worries me.
