CAN THIS CONCEPT BE APPLIED TO JERSEY SHORE?

A New Jersey town has adopted an ordinance that regulates when chickens and roosters can hook up in backyard henhouses.

This could probably be applied to Jersey Shore but, would anyone want to be the person that had to check to make sure it was being enforced? I sure wouldn't.
