Authorities say she then told police she was trying to buy methamphetamine for her sister's birthday. Records say she also told police the pipe was not hers and she was holding it for a friend.

You mean it is still illegal if you are buying it as gift?

Totally plausible.

I was investigating a dog bite when the suspected owners of the biter admitted the dog had lived in their house for eight years and they fed it but they didn't consider it "their" dog. It was just hanging around for its whole life. Liability issues is my guess.
I told them the law could be boiled down to, "you feed it, it's yours."
