As long as the zombie still has the proper permit from when they were living, I think it's fine.
I'd be fine with zombies applying, but all the responses from law enforcement would end up in the USPS Dead Letter department.

Of course, every new gun owner is one more vote against the sponsor of any kind of future restrictive legislation. Suppose they're aware of that in DC?
