Don't know about Toronto, but in the small Canadian city of Stratford, NW of there, things frequently smell like this, partly because of the surrounding agriculturalists flinging dung around their fields, and partly because not all the theatrical productions at Stratford's festival are ... sublime, I guess you might say.
Saw a great Bacchae there, though. Masks and everything.
