Is there a definition of "medical grade?" Is it better or worse than weapons grade?

'Round these parts, "weapons grade" generally applies to chili.

I don't know why, but I kept reading the headline as "fliers" (ie. people who fly) ... "passed out" (ie. unconscious) and it was a bit more interesting.
