I remember that happening in Great Falls, in Fairfax County. Several decades ago.

You need federal and state permits to deal with an injured owl; otherwise it's illeagle.

I believe the man from Hungry Horse was mistaked. His neighbor was just using sign language to tell him that he is number 1. Sort of goes along with the four carloads of folks.
