The state could just declare it a season, issue hunting licenses, and bank the difference between fees and damages.

Yeah, but you have the jurisdictional problem of federal vs. state.
Driving smaller cars might help the impact zone. A Park Avenue can do some serious Sh(*&E to a window.

How about setting up the parking lot so that at no time is a car pointed at the building.
Alternatively, one word: bollards.
