No, not really. I think that it really depends on the body language and facial expression that goes along with it.

I'm told that leaving one finger pointed up, while the others around it are not is considered an annoying gesture.

I used that particular hand gesture earlier today Elon! Although I did it while offering some helpful advice on how they may want to be re-educated before they drive a car again. I was only trying to be helpful. Hand gestures don't bother me as much as some facial expressions.

I hate the thing that little kid Danny did in that movie, bending his finger and saying " Yes, Mrs. Torrance " , but that may have just been some kind of medical problem.

And I can live without air quotes, but I couldn't survive without the Time Out signal. When you deal with lots of committees - or even particularly voluble individuals - it's way necessary.

Not particularly irritated but there's one I like.
A cop once failed to jog when the road did and drove into my lane, forcing me off the road.
No damage done and I got back on immediately. We wound up at a stop light together about 30 feet down the road.
He looked over at me and gave a contrite shoulder shrug and a "sorry" look.
Anybody can make a mistake. An apology can be indicated by a gesture and should be accepted.

Air quotes have always irritated me, but "uptwinkles" and "downtwinkles" just take the cake. Political protest as kindergarten class...

I am irritated by a gesture seen on locally produced TV commercials, usually for auto sales or air conditioner repair. The owner ends the commercial by dramatically pointing his index finger at the camera and saying, "Schlepp IS Ford!"
