Homeless residents of the city are abhorred by the actions, as well as taxpayers who find the move cruel to everyone visiting public areas.

There are those who are voluntarily homeless, including those with mental or drug problems.
Then there are those who are involuntarily homeless due to life happening to them.
Life can stomp on anyone.
And for those who go on and on about making "good choices", show me that crystal ball that tells you what a degree or investment will be worth in 30 years.
"Good choice" too often is "Best guess".

I would be concerned that the former customers of the aforementioned public facilities might decide to make their deposits in a less appropriate place, for instance in a public park.

The world's population is divided into 2 groups. One group for whom public toilets are better than what they've got at home, and those for whom public toilets are worse. Be very thankful if you fall into the latter category.
