If he can demonstrate in court that the builder's actions had the effect of lowering the ground water level, he could probably sic the lawyers on the builder.
That happened in Lexington KY when a Mall was built with HUGE parking lots that directed all the rain water off onto some, formerly dry, neighbors.
I'm for the fish farmer.
