Presuming it wasn't built to do this (it IS a government building), what has changed to cause this behavior?

Many years ago, one of my high school math teachers, who went to the University of Chicago, told me how students would perform a "synchronized flush" in some of the taller dorms on campus, resulting in broken toilets/plumbing on the lower floors. Just sayin'...

Dan ... guys used to do that in a dorm down the road frum our campus, the dorm is only four stories high ... merely sayin' that it doesn't hafta be a very tall building fer that to werk ... or so I've heard ...

As a person who has had to interact with a large number of Maroons, "rivers of excrement, urine and pieces of porcelain" sounds like it would be an improvement of their summer internship work product.
Minor correction to Steve -- UChi is a private institution, not public. University of Illinois is public. Rockefeller and Harper (not Harpo) were the guiding lights.
