Stringent? Strident, maybe?

A friend suggests that it depends on whether or not she was playing Manilow.

If it were Rap, I'd say death penalty.

I've heard "musicians" who should be lined up against the wall.
Not the RBRs, obviously, but still...

This should be a private tort, not in criminal court. It should not be against the law to play music. If your music is annoying, your should stop or pay those who are annoyed.

The story doesn't say what kind of house it was; if it had common walls I sympathize with the neighbor. The obvious revenge (other than Manilow) is screaming children, consistently off key. A repeating recording is a useful substitute; if the pianist complains, the answer in court is "what children?"
