It's called "ballooning". It's how spiders disperse during certain seasons. Many eggs are hatching for the fall and they have to get around somehow.
The webs are sometimes called "gossamer". People seem to like the gossamer but dislike what makes it.
BTW, there are records of airliners running into gossamer at altitude.
