Cuba is hosting a ninth annual primary care convention. The island’s claim to fame on this front: it says it has one of the lowest infant mortality rates in the world, including the United States and Canada. Cuba’s Juventud Rebelde newspaper credits the country’s vaccination program.

I have heard that Cuba starts counting infant mortality after children are a year old. That's why they have such a low number on infant mortality. Is this true ? If it is I am sure it wouldn't be so low. It is very strange that it is lower than the U.S.

Number one- We always credit Cuba's word. The IX Primary Care Convention accepted Cuba's word at face value. There is no indication of international supervision of how those figures were attained to support what Cuba claims. In other words, whatever Cuba say goes!!
Number two- We must remember that Cuba has the highest abortion rate, per capita, in the world when taking into consideration the infant mortality rate.
Think of it, Cuba is the largest destroyer of babies, per capita, in the world. Yet, according to them they are the lowest on infant mortality. How ironic!! That is really spinning it.
